Osaka Opens Applications for Central Ward Land Parcels This Week

Osaka City released details on 14 July for 28 land parcels across Yodogawa and Tennoji wards, with applications accepted from 20 July through 14 August 2026.

The move follows the March 2026 revision of the city’s master plan that added 42 hectares of former industrial sites to the residential and mixed-use inventory. Planners cite rising demand from young families priced out of central condominiums and from small manufacturers seeking relocation space near rail hubs.

Eligibility rules

Only Osaka residents or companies registered in the prefecture for at least three years may apply. Individuals must show household income below 9.8 million yen and commit to occupying any residential unit for five years. Developers bidding on commercial lots must submit plans that include at least 30 percent green space and connect to the city’s district heating network. Priority points go to applicants who already own property within 500 metres of the site or who pledge to hire local construction crews.

Parcels near Juso Station in Yodogawa ward range from 180 to 420 square metres and carry reserve prices between 48 million and 112 million yen. Lots beside Tennoji Park start at 65 million yen for 250-square-metre plots. The city published full maps and zoning conditions on its planning portal on 11 July.

How to submit

Applicants download forms from the Osaka City Planning Bureau website, attach proof of residency and income, and deliver sealed bids to the ward office by 5 p.m. on 14 August. Lottery draws for single-family sites occur on 28 August at the city hall annex; larger commercial parcels go to a review panel that publishes scores on 4 September. Successful bidders pay a 10 percent deposit within ten days and complete the sale by 30 November 2026.
